V3 Issue when not paused or in Slew...

Since it's much easier to show than explain, I uploaded a clip to youtube showing my problem. Basically, when paused or in Slew, all is well. As soon as I get out of that mode it all goes to...well, you know....

 

Check it out and let me know your thoughts. No add-ons, no nothin, tried different card drivers but nothing seems to fix it.
