I have .wav files in Folders for Ground , Tower Departure...etc. They all have many.wav files within them. When I go into Configs/Sounds it will not let me add a folder only a .wav file within the folder

If you want to configure it to play multiple files for each controller, then you must set up the folders as depicted in the Users Guide for Controller Folders and select that option.  No need to select any folders in the ATC Audio Files area.  That is only when you want to specify a single long playing Wav file for each controller.
