XP10 LPMA Madeira Install Issues

Hi all, I installed per the pdf instructions,and have this dual runway issue, I am not quite sure about where the entry's need to be placed in the Scenery pack ini.

The Madeira mesh must be above any other mesh. The Madeira Objects must be above the mesh, and the airport above the objects.

 

I have it like this (as you can see I place all downloaded scenery in folders I place with __ at the beginning of everything, and I also rename downloaded scenery folders after a certain system. I delete scenery_packs.ini everytime after an installation so it gets just rebuilt based on my folder names.)
