There is a program here on AVSIM somewhere called PLN2RTE that will convert FS9 *.pln files to *.rte files for the PMDG 737NG FMC.

I know it is probably the least expensive way to go, that is with just using FS9 to plan your route. But you are missing out on so much more! I would spend the money and get a really good planner, several here like FSBuild. There is an expensive one by Jeppeson, but that will not create a RTE for you. Ask around and find one that is fits your needs, expecially if you fly the Queen over any large body of water.
