PA on 10000 feet?

Two questions about this FO call.- Why does the FO need to inform the Flight Attendant that they are passing 10000 feet?- This PA is activated at 10000 feet for a Transition Altitude of 18000 as in US, but if you got say a Transition Altitude of 5000 feet and a QNH of 980 hPa, this PA is activated at an indicated height of about 11000 feet on the FO
