CTD after scenery cfg re-arrange

Heres a screen shot, it shows me looking at the jfk terminal buildings, and then looking slightly below it, going from 13 to 28. I still dont get why its only 28 and not 35, but at least its not 13. Is FRF JFK really that bad? I got better fps with simflyers.bad2.jpggood2.jpg
