Ok, let's forget the actual ATC command for a second. Dave, is your question actually why is atc giving you a runway assignment that is with the wind instead of against it?

I cannot find an ATC voice command which would give you a command to land on the downwind side of a runway and use the word Downwind.The only place I can find that word in the ATC code is to enter the VFR pattern.Do you hear that instruction / word anywhere else?FS uses the 'light and variable winds' definition of the US FAA for most airports, and is usually around 8 kts. The wind must be greater than 8 kts to make the airport switch away from the preferred runway at most airports.There are many with higher wind requirements.
