Landclass - above or below scenery in scenery.cfg?

In general, landclass should almost always goes below a dedicated scenery file. Every product is different though, and each 'designers' installation instructions should be followed.

The priority of landclass scenery is mainly of interest when multiple landclass files cover the same geo area: the highest priority will be used. Aside from organizing scenery.cfg such that you can determine that the landlass you want at high priority is in fact at higher priority, as a general idea it is probably good to have smaller-area scenery at a higher priority, under the theory that any specific changes made to landclass in a small area is probably more accurate than a large-area landclass. In your specific scenario, I would use the first option (landclass lower layer number) unless the readme provided a good reason why it shouldn't be done that way.scott s..
