I flew A330 tonight, but I can't steer, bank or turn at ground. However the PFD pointer can move. However, when the aircraft took off, i can turn again....So I test it for the default aircraft Cessna, and it is also the sameI used Joystick and tested it also at other games, no problem at all

If you do not have a rudder control axis (hardware pedals or twist axis of a joy stick assigned) go into the FS9 Settings/Realism (I think) page and see if auto-coordination is checked. This allows rudder to operate in concert with roll (bank). The rudder controls the nosewheel for ground steering.In addition as an operations backup your AP should be disabled until in the air.
