FE.dll is a module driver. You will need the MSGAME3.CAB file from CD #2 of the FS2004 Suite.1. Explore the CD and copy the MSGAME3.CAB file off the disc to a temporary location.2. Extract the Modules folder to a temporary location.3. Open the Modules folder and copy the FE.dll file to the C:\Program Files\Microsoft Games\Flight Simulator 9\Modules directory.4. Select yes to overwrite if prompted.5. Start FS9 and see if it still crashes. Are you running any recently installed AC add-ons?

The first re-install I ran level-d first but the last 2 intalls I tried to run the game before installing anything.

Unfortunately no, I am trying to clear all install sites in the regedit and install again.
