As FS2004 discs are for sale on ebay where in the world is it for sale?

I am intrigued as to how FS2004 can be shown as for sale on ebay before it is released. The photo is of the discs & NOT the box so I guess that the seller has them in his posession.

Could be the beta, who knows. It did say discs X 3, I thought there where 4 discs?! Maybe some Chinese pirate got it onto 3 CDs by getting rid of the documentation and part of the scenery database..."Original copy" comes to mind...

I think he meant to refer to the enormous and prolific pirate/black market of software/DVD and music one can find in

It's possible the person works for a retailer and already has copies of the production version. There are mail order houses already selling FS2004 and many people have already taken delivery.
