I just tried downloading a number of files and each time I'd hit the download button, I'd get an "Internet Explorer cannot display the webpage" error. I'm able to download from other sites fine. :(

No problems here - as of a few minutes ago.

Library is working fine.If the problem persists re-check your security settings (on all security software you may have) or try another browser - I'd advise Firefox. Keep in mind that Windows Update can change things without your permission or knowledge, if it updated recently this may be the reason why you are having difficulties.

All OK now -- it was some new security software that I installed a few days ago. Thank you!
