Why a single click on F3, does not increase the throttle by 1 percent?

I find it very difficult that raising the throttle is unpredictable, clicking the F3 raises the throttles then they come down.It would be much better if I knew one click equals one percent throttle raise.What do you think, and maybe it's possible for FSUIPC to make a "raise throttle by one percent" key.
