That's all working fine with me.

My problem is how to STOP VOXATC filling up ALL gates and parking spaces?

There’s a traffic slider in one of the Vox atc settings programs. I’ve got mine set pretty low - around 20% - for performance reasons (VR), plenty of gate space. You’d actually want it higher than this if performance is not an issue.
