I beleive that with the default scenery you cannot activate them.

There is a default effect in the effects file for de-ice. Problem is it seems it only works in conjunction with an aircraft and using the "I" key. I played around with it a little but trying to get it to line up correctlly with the buckets and the aircraft was a never-ending battle. Then trying to figure out where to stop taxing so that the aircraft, de-ice trucks, and spray all line up.
