drifting snow on edge of runway - how do you get that effect ?

I thought I have seen pictures with "drifting snow" on the edge of the runway textures but I can't get that condition to exist.Anyone have seen this effect and if so can you tell me what season/weather conditon to set in order to get it. Does it need wind?Thanks,MylesPS - here is pic I found from a different website - but I can't recreate it in FS9

I think it just have to snow enough and there has to be snow on the ground so it will work.
