You can not control the ATC BY using FS2Crew but WHILST using FS2Crew (e.g. if you fly online). FS2Crew is no add-on, that adds ATC, it adds a FO!

Fs2Crew adds a FO, and does his work.For instance it will do the FO flows before engine start, then help you do the engine starts.If you want, then you can have it start helping at any given step. If you for instance want to set up the plane yourself, and first have the FO help you when you are ready for takeoff, then you can do that.He does not help with ATC, or FMC programming. You can ask him to dial a new heading/altitude/whatever or switch autopilotmodes etc.
