Yep, all devices have access to the 3D Cockpit.

 

The cockpits aren't yet animated in the 3D view but we'll work on that soon

How do you enable the 3d cockpit view i have cycled through the different cameras but cant find it.

Not all airplanes have 3D Cockpits. The CRJ-200, P-38, 787 have them. Additionally, all the paid airplanes have them as well if you are on iOS.
