How do you resize textures?

I have the airport environment upgrade and while I love the look of the buidlings, the textures are quite large...I wanna tone them down to 256x256...right now the building textures are 512x512...how do I resize them?? more specifically what program(free) do I use to do it?

O.K. guys....56 views and not one person knows how to resize textures??? Someone please try and answer this...

you open in imagetool (microsoft sdk)...change the format to 24bit color from dxt1 or 3...whatever they are now.open the 24bit color image in gimp...www.gimp.orgfind the imagesize command. right click with mouse brings up most commands.change it to 256x256.save..reopen in imagetool...change back to dxt1.
