Lower Altitude clouds visibility

I have a couple of weather engines that I use namely Opus and FSGW.

 

However when flying at say 35000 and the various weather reports tell me that the weather below states overcast at say 3000 feet all I see is the clear land below with no weather graphics which is not what you would see in real life.

 

When flying at cruising altitude any clouds at say 25000 feet and above are visible but it is the non visibility of the lower clouds which concerns me.

 

I am therefore wondering whether or not this is an FSX problem or maybe something alse.

 

Any advice/assistance would be appreciated.
