With this hardware and no budget for an upgrade which Flight Sim would be the best option:

 

AMD Phenom II X4 955 Quad-Core at 3.21 GHz, ATI Radeon 4800 1GB Card and 8gb DRAM, one HDD

FS9.  

 

Your computer would run all the platform choices you nominate however several compromises would likely be necessary with FSX and P3D. Such is not the case with FS9 which, with add-ons, can look almost as good/better than the other sims.

Yes I agree. I will encourage the individual that I am helping out to Go down the FS9 Road.
