I have hasitation about graphic card and also planning use it on windows 8.1. Is windows 8.1 gonna be problem? I will install windows, fsx and other windows related programs on ssd. Thanks for help.

If possible, upgrade your graphics card to the 770.  It has lots more processing units for the small extra cost.  All else looks great.

Make sure your cooler works with that socket 1150 CPU and agree with video card suggestion.

Save $$ and get an i5, no need for hyperthreading with the i7, FSX wont use it.

İ chose 4790k because its clock speed 4 ghz and can be overclocked to 5 ghz.

CPU Cooler XIGMATEK RED SCORPION LGA INTEL

You can do better. Research coolers.

Especially if you intend to overclock.

What about liquid cooling system? I don't know much about it, is the system cools only cpu or the whole case?

You don't need more than the GTX 760 for FSX, now for V2...

Than, replacing cooling rather than graphic card would be better, right?

Plus 1 vote for 770 card. Add-ons that you mentioned will require power graphic card not less than CPU power.
Besides of that, i7 4790K - gtx 760 combo looks a bit disbalanced for the rest possible games.

Agree with all the comments re: the 770.  I went from a 670 to a 780 and saw a hell of a difference

Question posed was is this build, as listed, going to run FSX smoothly. I have all the add-ons listed and get between 30-90 frames with a 560ti-448, check my pc . Guys, spend your own money. The OP didn't ask for a dream build. Yes, spend the savings on better cooling since you plan to overclock. Performance in FSX is more affected by the CPU, not the GPU. Overclock as best you can on your budget, THEN, maybe look at something more than a 760, but still, for FSX, you just don't need it. The 760 is a good choice. Check out the H80i for cooling.

I'd get a 4gb gtx770 or radeon r270 4gb its like $200 cheaper and performes the same

That is in correct with the proper affinity mask textures load faster and I gain about 10fps by using hyperthreading

I'm going to second the i7, affinity mask 84 works great for me.
