P3D Does not charge extra for license?

I was watching to a youtuber stream FSX. They mentioned Lockheed do not charge anything for developers developing for P3D. I do not know if this is true. Do developers actually have to pay lockheed extra to develop, or is it just usually more for a "new" game.

The developer license is US$9.95 per month. See  http://www.prepar3d.com/prepar3d-store/  .
