Prepar3D v2.3 saved flight autopilot / gps flight plan botched/not active on start, but works in 2.2?

I've run into an issue with Prepar3D v2.3.. unsure if anyone has run into this and found a quick fix as of yet.. i'm still working on digging deeper..

 

but it boils down to this (example)..

 

The classic seattle FSMark07 saved plan that uses the Bombardier CRJ 700 has an autopilot course already mapped out in the saved files (you have to copy over the folder from fsx to get an inside the cockpit view, always was fine with 2.2 and below)..

 

When you start the flight in v2.3, you can immediately see the issue..

 

The FD and ap Eng arent active or toggled on.. ultimately those 2 must be on and alt/nav as well.. 

 

If you toggle back to version 2.2 and re-test, everything works as it should.

I'm trying to dig deeper to figure out what is different..

 

Anyone else noticed this?

I checked in the original .flt file.. there is the section:

but its like p3d v2.3 is ignoring most of this section
 
**if i try to save the flight in p3d and edit the fxml instead of using the flt.. even the section below seems to be ignored
