My first guess is that you may have a corrupted font.  Try a Google search for "FSX ATC/Menu

text garbled".

According to the AVSIM CTD Guide, Garbled Menu in FSX indicates the dll.xml is corrupted (see 'Garbled Menu in FSX').

I get this when my computer becomes overwhelmed by having to render a lot of textures, it seems to pop up mostly when trying to use aircraft with 1024 textures or even worse, 2048 textures.

My computer: ABS Gladiator Gaming PC featuring an Intel 10700F CPU, EVGA CLC-240 AIO cooler (dead fans replaced with Noctua fans), Asus Tuf Gaming B460M Plus motherboard, 16GB DDR4-3000 RAM, 1 TB NVMe SSD, EVGA RTX3070 FTW3 video card, dead EVGA 750 watt power supply replaced with Antec 900 watt PSU.

Can sometimes be linked to too much antialiasing.

Also worth trying an fsx.cfg rebuild.

When it happened to me, I also thought it might be something to do with opening fsx in too small a window.  I fixed it in the end opening in a larger window, rebuilding the fsx.cfg and I think changing my default flight.
