Question concerning what tools are used to create addons

Hello all, I was wondering what sort of development tools are used to create our pastimes' addons. I'd like to know what training one needs to get enough knowledge to create basic programs. I realize the answer may be vast, uneasy to generalize etc, but in general, what sort of programming skills should one look for?

What are you trying to achieve? For scenery have a look a a step by step tutorial

I'm a scenery designer myself. Not the best, but I know some stuff that can get you around town if thats what youre looking it. PM me if you want some info  B)
