It is a combination of the following:

 

Rome photo scenery ZL17 generated using G2XPL (Donationware) + Italy Autogen or  OSM generated by World2xplane (Freeware/Dontationware)  patch (w2xp_Italy_beta6.0-sd)

 

W2XP sceneries are based on autogen data  from OpenStreetMap which is  a project to create free editable map of the world (including roads, buildings, rails, houses...), therefore the amount of autogen in an area depends on the level of data available in terms of OSM coverage which can be previewed here prior to download
