FSX-MS Undocking an instrument panel causes it to change to a view

If i go to VIEWS and select a Instrument Panel and select a 737NGX panel like the Radio or overhead, but when i right click it to undock the panel it changes to a view! Basically its now like having 2 view windows open now

I have tried a new FSX.CFG and reinstalled acceleration.

 

whats next reinstall of FSX ????

 

Just to note when i undock the panel and it goes to a view the only way to get it back is right clicking on it with my mouse

I rolled back to my last GPU DRIVER and bingo all fixed
