The only heat blur effects that I know of in FSX are hard coded into the respective aircraft model.

Looking through my aircraft hangar I did come upon and Effect called fx_iris_heat from my Iris 15E Strike

 

Eagle.   I used it in place of engine smoke.  Looks OK.
