if the ground surface is uneven it should actually work better

 

I could image that at even surfaces the Ground Normal=1 entry becomes effective, so that Ground Decal =1 has no effect. But this is just a guess. In that case, the Ground Decal = 1 entry would not hurt in the fx file.

 

I have inserted the fix now in all effect files that have the Ground Normal = 1 entry, and will see whether I see any strange behaviour.
