Is there a way of de-activating the License other than through the FMC and without FSX working?

 

No. If you got rid of the last computer, you had it crash, you reinstalled the OS, or something similar, then you can't return the license. Install and attempt to activate on the new machine/installation. If it rejects the attempt, then submit a ticket using the link in my signature.
