Use of FSX "Locked Spot View" with EZDOK?

I am learning how to use EZDOK.  In addition to the EZDOK aircraft views, I would like to use the FSX locked spot view which would enable me to pan around the aircraft.

In a testing mode (via the options, settings, controls) I have assigned the "Locked Spot View" to a key.  When I hit the key, I can use my joystick hat to move around the aircraft, also the normal keys to zoom in and out, but I can't use the joystick hat to move up and down.

Any ideas of how to get this to work?
