This is pretty much the best I have achieved setting my display to 30hz and using display setting that maintain just over 30fps. The trick is set your Frame Rate to unlimited and apply Vsync. Your FPS will be locked at what ever you have set your display Refresh rate too. You can set your Display Refresh Rate in NCP. This won't work for everyone! you will see a list of refresh rates that your Display supports in NCP. If you lucky you will have 30hz in the list. If its not DON'T FORCE IT!
