FS 2004 magnetic declination

Hi there everybody,

FS 2004 scenery question.

How to resolve the problem, of one scenery which gives a magnetic offset to all flights, and all aircrafts.

I tried to change the magnetic declination with AFCAD, but that doesn't work.
