The download and installation size would get huge, though.

A lot of people have fast Internet these days, but I wouldn't be surprised if Steam itself has some kind of limit on the game size. Serving up terabytes of data requires expensive infrastructure. Also, In some parts of the world, there are still data caps on Internet connections.

 

Perhaps a combined download/streaming system might work. Store the low-res textures on disk, and only stream in high-res textures when you're flying low... The game could also cache those high-res textures on disk based on a configurable cache size.
