Definitely Brook's delivery.  You can tell Dean had to be "the straight man", and rightfully so, since it was his show.  Foster played that role so well, and only because he was a real-life recovering alcoholic.  If you go on Youtube and look up "Dean Martin's Celebrity Roasts", you'll have an evening of laughs watching Foster at the podium.
