Curiouser and curiouser! What's with this panel???

On the Avsim library is a panel "by" one Peter Mercy. I put by in quotes because not only is that panel texture NOT by Peter Mercy, but it states NO WHERE in either the library description or in the read-me that any of "his" panel is actually Ken Mitchell's.
