FTXCentral fails to start after Win10 anniversary update 1607

Click the FTX central logo and get the splash screen but then immediately exists.

.NET 4.0 runtimes are integrated into Win10 OS, so not really sure how to proceed?

Problem seemed to resolve itself ... perhaps Win10 was doing some type of update at the same time?
