Opening FTX Central 3 causes GSX to regenerate airport cache

I have noticed that whenever I open up FTX central 3, and then start P3D, the GSX airport cache has to be rebuilt. Shouldn't this only happen

 when some scenery is changed?

Bob, every time you open Central 3.x, it does a complete syncing of all your Orbx properties, and that triggers a sim re-write and initializing of your sim scenery files libraries.  This is a normal response to Central 'syncing' each and every time you fire it up.
