Can you access this from outside of Norway?

Unfortunately - no. As far as I know, the only reason why NRK - Norways equivalent to BBC - is not able to publish this program outside of Norway, is because of copyright/licensing agreements on some of the material used in production, probably music. As a rule of thumb, if you want to publish something of this magnitude globally, it will cost an astronomic sum of money in royalties to the copyright owner.

OP's links work fine here in Chicagoland. Unfortunately I don't speak Norsk, but listening to the audio and reading the subtitles is certainly interesting!
