Questions about install procedure and license restrictions concerning Orbx software are probably better answered at their official support forum.

The Orbx EULA says "You may install, access, and run a SINGLE copy of the SOFTWARE PRODUCT on a SINGLE personal computer" and "single copy" means "one copy per sim you have installed"

So if you have both FSX and P3D on your PC, then it's OK to install your Orbx addons in both sims.

If you have both P3D v2 and P3D v3 then it's also OK install your Orbx addons in both sims.

If you have two Windows partitions and two P3D v3s on the same machine, you could be in violation of their EULA if you install your addons in both sims. You will need to ask at the Orbx forums for a definite answer.
