How to get autogen to show above photoscenery using Ortho4XP?

I have had the same issue I have buildings, vegetation, and seemingly roads (they even line up well at the ortho4xp borders as I cross them) but no streets lights other than airports like MisterX KSAN. I have tried exactly what you have done but still no difference. What is odd is I have no lights anywhere in the world not just the ortho4xp tile regions. Even more strange when I delete the ortho overlay and ortho tile files everything goes back to normal X Plane 11 scenery but the lights don't come back no matter what I do including deleting and regenerating the ini file. I have to restore a previous copy of my X Plane 11 folder to get lighting back.

I have tried generating the overlays with my HD mesh folder as well as my X Plane Global Scenery it makes no difference regarding the night lighting issue. I have:

w2xp America

w2xp America net

w2xp world-models

all installed and my ini file order regarding placement of everything is good i'm sure of that it's just I can't get night lighting and worse when I delete the ortho4xp files from my custom scenery folder I never get night lighting back.

Any help would be appreciated.

I realize that it has been a few months since your post, but I joined today and saw it.  In case someone else searches and comes across this post I thought that I might provide some clarification.  One does not need to have w2xp in order for ortho4xp to work in XP and also have autogen to work too.  If you follow these simple steps when building your photo scenery in ortho4XP, everything will work just fine.  

When you open up Ortho4XP simply click on the Earth Tile Map bar at the top, which will open up the earth map for one to pick what tile(s) they want.  Once you have highlighted the tile(s) that you want on the map page, look on the left hand side and make sure that you select (put a check mark) on Build Masks and Build Overlays. Leave this window open and click on the other (the one that originally opened) in the task menu bar at the bottom, or simply minimize the (DO NOT CLOSE) Earth Tile Map window so you see the other window - the one you originally clicked on the Earth tile map bar at the top.  On this page under Provider and Zoomlevel, choose your base source (I use BI for Bing) and your Base Zoomlevel (I use 17 because of mostly VFR flying).  Once you do this then go to the section that says Build Overlays (don't worry about anything else in the other sections).  Click (check) the Custom overlay dir and browse to your X Plane Global Scenery Folder.  It should look something like this when you select it:  C:/Users/UserName/Desktop/X-Plane 11/Global Scenery/X-Plane 11 Global Scenery.  Make sure you are choosing the Global Scenery and not the Earth Nav as you went to far if it shows up as Earth Nav.  You also have the alternative of doing the same thing by browsing to you HD Mesh V3 if that is what you want to use to build your overlay.  This is a great option if you are using XP 10, but for XP 11 I suggest that you use it's Global Scenery that it comes with because it is more current info than the HD Mesh V3, but either one will work.  Once you have this done, open (maximize) the map page again - btw it is called Tiles Collection.  Look on the left hand side under where you previously selected Build masks and build overlays. Now you are ready to click the button that says Batch Build.  Once you click on it minimize the window again so you can see the other window (the initial window) and you should see it working for you.  Once all the processing is complete and it is finished you can close the program - this could be hours before it is done depending on what zoom level and how many tiles you picked.  Once finished browse to the folder that contains Ortho4XP.  Look at the folder names and you will find one called yOrtho4XP_Overlays.  Copy this and paste it into your X Plane Custom Scenery folder (this is the overlays that were generated).  Next back in the ortho4xp folder, go to the folder called Tiles and copy and paste them into your X Plane Custom Scenery folder.  Alternatively, instead of copying these from the tiles folder, you can make a short cut for each one of them and just paste the shortcut into your X Plane Custom Scenery folder.  Once you have done this, start up X Plane.  You only want it to run till the menu comes up - where you would set up for a flight.  Once it reaches that point, quit X Plane.  Then browse to your X Plane Custom Scenery folder and open up the file called scenery_packs.ini with a text editor.  Be aware when you save this file and you use a text editor to edit it, do't save it as a .txt file, use file save as then select All *.* as the type, that way the .ini extension is saved, Anyway at the top of your opened scenery_packs.ini file you should now see the yOrtho4XP_Overlays and the tile(s) that you created or the shortcut(s) to the file.  It is important that you highlight all of these and cut and paste them at the bottom.  Only thing that I can think of that would be below them is zzz_hd_global_scenery3/.  The yOrtho4XP_Overlays must be on top of the tiles you just created, but all at the bottom.  I hope this help you out.  This will allow for all the other things to show up for you.  Below is a copy of my scenery_packs.ini so you can see where the files should be.

In the previous post I stated my issue with night lighting. Regarding your post I have tried this and still no night lighting. I am curious why you disabled ZZZ folder is it because you have it all covered with ortho files?  Please see the previous post and any help would be appreciated.

All is fine now with lighting and cars I had a conflict with other scenery add-ons placed above my ortho overlay in the ini file that caused my cars and lighting issues.

I also created my overlays with the global scenery not the HD Mesh v3 files but haven't disabled them so I wonder if I am getting strange effects in my scenery that I'm not aware off yet. I used the HD Mesh after reading the following:

UPDATE: some information about the differences between HD Mesh Scenery v3 (equally UHD Mesh Scenery v1) and the XP11 default Global Scenery released with Public Beta 1 (which might / will change with later scenery updates):

HD Mesh Scenery v3: older data (approximately 2 years old) – XP11 default: newer OSM data (August 2016)

XP11 default has updated landclass data for many regions (compared to HD Mesh Scenery v3)

HD Mesh Scenery v3: older autogen placement algorithms and no special European roads during scenery generation (XP11 default has a slight edge here – at least urbanized areas might look better)

HD Mesh Scenery v3 does NOT use OSM data about high buildings. The final default Scenery of XP11 already has these in, which makes most larger cities look better (than they look with HD Mesh Scenery v3).

HD Mesh Scenery v3 has much higher resolution Mesh (this has NOT been changed in XP11 default do to scenery size constraints!)

HD Mesh Scenery v3 has much more accurate landclass representation (even if its based on older data as described above) because of its higher res mesh (landclass is bound to mesh triangles)

HD Mesh Scenery v3 has older (because of older OSM data) but more accurate coastlines (rivers, lakes, ocean) as XP11 default needed to simplify vectors … again because of scenery size constraints.

However I didn't consider what might now be happening by generating the overlays using X Plane 11 Global Scenery and still running the HD Mesh V3 tiles in all those regions?
