Is it possible for a shader to create subtle atmospheric shimmer?

During hot summer days it can be very pronounced looking down the runway but at night it creates gentle flickering of lights and some blurring at a distance.  See the two videos below.

 

Good view of it here at 2:33...look at the way the airplane's wings shimmer slightly.

In FSX Steve's Fixer did a version of this, and I 've always wondered if it could be ported over to P3D

In FSX Steve's Fixer did a version of this, and I 've always wondered if it could be ported over to P3D

 

Holy cow, someone noticed the thread.  I think the night video shows it the best.  Some of the PTA stuff already available go a long way toward making it feel more real but night definitely needs more to get to the same level.  I compensate some by using more bloom.  If Steve's fixer has this feature, I'd guess it's possible in DX11.
