Best Way to Open/Close Runways for Takeoff/Landings in P3D?

I'm looking for the best way to edit AFCADs with the sole purpose of opening and closing runways for takeoff or landings.  For example, I have the FlyTampa Vienna and want open runway 29 for takeoff (that doesn't seem to exist in the AFCAD that came with the airport).  I know a few 3rd party ATC programs have little utilities to do this.  Anything outside of these programs?
