Hy Bryan, asking this with all honesty:

 

The FO voice packs, all seem to be the exact same thing. Why is it that this is sold as multiple products, instead of just one voice pack that could be applied to any/all the fs2crew sets..?

They're not the same.  They're different recordings for each aircraft.

The FO's are different for each aircraft but many of the cabin crew recordings are the same. But still, flying with different FO's adds to the immersion.
