No AI Aircraft at Airport ?

I always reduced the AI level within P3d 3.4 to save resources, but noticed recently at larger airfields like London Gatwick I had no AI aircraft on the parking gates or taxying.  I increased the Airline AI to 50% and still no aircraft at the airfield although sometimes if I'm lucky I might get one.  When looking at the Options -View-AI menu I had 34 aircraft in flight.  I only use default P3D AI and have recently updated to the latest version of FSUIPC4, could that be causing the problem as I believe it now has some kind of AI limiter built in, although I haven't touched any of the settings.

How can I get more AI to appear closer to my aircraft especially when parked at an major airport, its like flying with no AI ?
