Dancing buildings

At an airport I see light poles blinking on and off, lines on the runway moving around and buildings shimmering.

A comon problem due to anti-aliasing settings not being high enough.

Do I fix anti-aliasing settings in Nvidia Inspector or Prepared?

Start with P3D.
Just start low and work up to the higher values to see what works for you.
What version of P3D do you have?
In P3DV3 the highest setting is x8MSAA.
In P3Dv4 the highest setting is x8SSAA.

ps. If you are using P3DV3 you will probably have to end up using
Sparse Grid Transparancy AA via Nvidia Inspector.
