Is the PMDG 747 Queen of the skies II and the PMDG 747 V3 same ?

How many PMDG 747 versions did PMDG make

There was the original 747 (v1) that came out many years ago for FS9 i believe, then the FSX version, which was named Queen of the Skies (aka. v2) and now a remake for FSX and P3D named Queen of the Skies II or QOTSII (aka v3).

So yes, Queen of the Skies II and V3 are one and the same. Hope that clarifies it a bit for you.

I believe there was the original PMDG 747-400 Queen of the Skies for FS9, then the 747-400X Queen of the Skies for FSX and now the latest PMDG 747-400 Queen of the Skies II For FSX, FSX:SE and P3D V3/4.

Here's the evolution of the naming:

Original (FS9) Version: PMDG 747-400 Queen of the Skies (V1)
Modified (FSX) Version: PMDG 747-400X Queen of the Skies (V2)
Current (FSX/P3D) Version: PMDG 747-400 Queen of the Skies II (V3)
