IFR release ?

Sometimes i  can only request a ifr release even at towered aiports. Today I got it at ellx. Am I missing something ?

There are two tower frequencies at ELLX and not Ground or Clearance Delivery.  119.95 and 118.1.

The 119.95 is also Approach Control, so that controller will likely expect requests for IFR Release.

Try using 118.1.   It just gave me IFR Clearance.
