Just a suggestion: consider 32 GB RAM. It worth the extra investment.

I'm running a similar system on air with no problems.  I was doing 4.8 with no real problems for a while but backed it down.  One difference is I'm running 850W power supply and a Gigabyte Aorus Z270x motherboard.

Looks to be a good setup. My setup is also very similar and runs at 5ghz at the moment.

I am running a 600w power supply so unless you want future proofing you might be able to get a smaller power supply and put the savings towards more or faster RAM.

I'm still running P3D V3 but have been very happy with the performance. Some might say you will get mileage in choosing a 1080 or 1080Ti graphics card but the price step up can be a fair bit. With that being said due to the 'mining craze' the price of 1070's inflated a bit so 1080's became better value so that might be worth looking into.
